GetPixelColor is a free graphics utility for Windows. Created by SoftwareOK for Windows, you can use it to retrieve the colour value of a single-pixel on the desktop. In the past, it was a subroutine on Windows, but the developer saw the value in it and now offers it as a stand-alone file.
You can even use it on devices with less memory and processing power because the program is lightweight and frugal with system resources. The function is available within Windows, but it’s significantly more complicated to use than this tool.
